中国区域创新集群发展效率研究

摘    要:运用空间计量原理将中国大陆划分为十大区域技术创新集群,并通过三阶段DEA法剔除环境因素以及随机误差的影响,对2005-2009年十大区域技术创新集群技术发展效率进行研究。研究结果表明:中国形成了较为明显的区域技术创新空间集群,并且有继续强化的趋势;近几年大陆十大技术创新集群整体综合技术发展效率表现良好,高端集群与中低端集群之间技术差距也在逐年降低;虽然我国整体纯技术创新效率正逐年提升,但受到技术资源配置不均衡影响,我国中低端集群技术创新发展效率并未达到理想水平。

Abstract:With Spatial Econometrics principle, this paper divides China into ten technology innovation clusters, and based on three-stage DEA that revises the impact of environment variables and random interference factors, analyzes the efficiency of technological innovation of the ten clusters between 2005-2009. It is concluded that the relatively obvious regional technology innovation space cluster has been formed in China, showing a gradually strengthening trend; comprehensive technology efficiency of ten cluster show well, with technology gap between high-end and middle- and low-end cluster reducing year by year; despite of gradually promotion in pure technical innovation efficiency, technology innovation development efficiency of middle-end and low-end cluster hasn't yet reached the ideal level due to unbalanced allocation of technical resources.
