| 摘 要： | 对国内20个主要城市发展战略性新兴产业基本情况的调查显示,目前各城市在发展战略性新兴产业上存在着比较明显的趋同现象。这种趋同现象将导致国家战略层面、经济发展层面及企业成长层面的风险增大。为了避免趋同化问题,需要立足制度创新,明确政府职能;结合地方实际,科学选择本地区的战略性新兴产业;注重政策的实际效应,提供差异化的产业扶持政策。

| Abstract: | According to the survey of general condition of strategic emerging indusry of 20 main cities in China, each city has a serious tending towards the assimilation in developing strategic emerging industry. This phenomenon leads to the increase in risk at the level of national strategy, economic development, and enterprise growth. In order to avoid this problem, system innovation shall be relied on, goverment functions should be defined ; local strategic emerging industry should be selected according to the local reality ; and differentiated industrial support policies should be provided for the development of the emerging industry. |
