江苏新型研发机构绩效评价体系研究及建设发展建议

新型研发机构建设是创新驱动发展战略的重要举措,但目前江苏新型研发机构建设大多处于前期建设阶段,地方管理部门在机构管理上缺少统筹和顶层设计,仍较多关注机构的建设数量和规模,也缺乏符合新型研发机构建设周期特点的评价体系。以江苏集萃智能制造技术研究所为案例,通过剖析其在组织架构、功能定位和管理机制等方面的创新模式,分析新型研发机构绩效产生的过程,构建以科技成果产业化为目标和满足政府资金绩效评价需求的评价体系,发掘可推广复制的经验和做法,提出符合江苏实际的新型研发机构建设发展建议。

Research and Development Suggestions on the Performance Evaluation System of New-type R&D Institutions in Jiangsu Province

The construction of new R&D institutions is an important measure of the innovation-driven development strategy.However,most of the construction of new R&D institutions in Jiangsu is currently in the early stage,and the local administration authority lacks overall planning and top-level design in the management of institutions.At current time,more attention has been paid to the number and scale of construction of institutions,there is also a lack of an evaluation system that meets the characteristics of the construction cycle of new R&D institutions.This article takes the Jiangsu Jicui Intelligent Manufacturing Technology Research Institute as the case,analyzes its innovative model in organizational structure,functional positioning and management mechanism and reveals the process of performance generation of new R&D institutions.Besides,this article constructs an evaluation system that aims at the industrialization of scientific and technological achievements and meets the needs of government fund performance evaluation,and explores the experience and practices that can be replicated.At the end,the article puts forward suggestions for the construction and development of new-type R&D institutions that are in line with Jiangsu's reality.
