科技金融理论研究的进展及其政策含义

发展科技金融是提升我国自主创新能力的重要路径,但由于政府、金融系统和企业对科技金融的内涵尚不十分清晰,相关的理论研究不够深入,导致我国科技金融政策体系存在诸多偏颇,如过度的政府主导的创新投资所导致的效率低下等.通过对科技金融内涵的剖析,指出科技金融的本质是金融创新与科技创新的耦合,金融体制改革和科技体制改革是科技金融发展的前提条件.从政府、企业、科技金融市场三个视角,主要总结国内外科技金融理论研究进展,对构建有效的科技金融发展政策体系进行了探索.

Development of Theoretical Research on Science & Technological Finance and its Implications on Related Policies

Developing science & technological finance is an important way of enhancing the independent innovative capacity of China.However,because of the obscure understanding of the connotation of technological finance by the government,the financial system and enterprises,and the lacking depth of its theoretical research,there are many misleading policies on technological finance,among which the low efficiency led by excessive government-dominated innovative investment is an example.With an analysis on the connotation of technological finance,this essay points out that the essence of technological finance is the integration of financial innovation and technological innovation and that reform of financial system and technological system is the precondition of developing technological finance.Based on the overview of theoretical researches both at home and abroad,this essay gives a tentative exploration to the establishment of effective policies on developing technological finance from the perspectives of the government,enterprises and technological financial market respectively.
