| 摘 要： | 从RD资源投入及其配置视角考察我国RD创新效率偏低的原因。研究发现:2004—2009年,我国RD创新效率为0.67,RD经费配置效率为0.07;RD投入强度对RD创新效率具有弱的正效应,而RD经费配置效率对RD创新效率具有弱的负效应。可见,RD资源的配置不当是导致我国RD创新效率偏低的重要原因,在有限的RD资源约束下,改善我国RD资源配置效率是提高我国RD创新效率的重要途径。

| Abstract: | The reasons for the low R＆D innovation efficiency in R＆D resources investment and their allocation perspective are examined. Findings show that： China＇s R＆D innovation efficiency is 0.67 and the R＆D capital allocation efficiency is 0.07 during 2004-2009; R＆D investment intensity has a weak positive effect to the R＆D innovation efficiency, while R＆D capital allocation efficiency has a weak negative effect. This paper argues that improper allocation of R＆D capital is an important reason for the low R＆D innovation efficiency. This fully shows that it is very important and urgent to improve the current R＆D capital allocation efficiency. |
