摘    要:从RD资源投入及其配置视角考察我国RD创新效率偏低的原因。研究发现:2004—2009年,我国RD创新效率为0.67,RD经费配置效率为0.07;RD投入强度对RD创新效率具有弱的正效应,而RD经费配置效率对RD创新效率具有弱的负效应。可见,RD资源的配置不当是导致我国RD创新效率偏低的重要原因,在有限的RD资源约束下,改善我国RD资源配置效率是提高我国RD创新效率的重要途径。

Abstract:The reasons for the low R&D innovation efficiency in R&D resources investment and their allocation perspective are examined. Findings show that: China's R&D innovation efficiency is 0.67 and the R&D capital allocation efficiency is 0.07 during 2004-2009; R&D investment intensity has a weak positive effect to the R&D innovation efficiency, while R&D capital allocation efficiency has a weak negative effect. This paper argues that improper allocation of R&D capital is an important reason for the low R&D innovation efficiency. This fully shows that it is very important and urgent to improve the current R&D capital allocation efficiency.
