| 摘 要： | 战略性新兴产业是我国未来产业发展的着力点,也是我国实现产业结构升级和经济方式转变的关键点,培育和发展战略性新兴产业集聚区则是实现这一转变的必然要求。与其他学者理解不同的是,战略性新兴产业是新战略、新产业和新技术三个层面而谋定的产业,战略性新兴产业集聚区是在关键核心技术驱动下,服务于国家战略目的,具有辐射范围广,反映全球竞争力的集聚区。基于我国的实际,战略性新兴产业集聚区建设应以"重大技术创新—战略性新兴产业集聚—集聚区创新体系建设""三位一体"为目标,并在集聚区规划、市场体系、财政创新等方面给予扶持和引导。
