从社会保障视域审视扩大内需

投资需求对推动经济增长虽起积极作用，但消费需求才是经济稳定增长持久的推动力．我国社会保障现状是影响扩大内需最重要的原因。我国社会保障覆盖面窄且分层次、保障水平有限，一般家庭除满足最基本的生存需要外，不过度消费，更不敢超前消费，更多的是选择储蓄，这就是长期以来投资需求不断增长、消费需求相对下降的症结所在，完善社会保障是扩大内需的长效机制。在世界经济放缓、外部需求收缩的情况下，我国要进一步扩大消费需求，在不断增加人们收入的同时，必须完善社会保障体系，解决人们的后顾之忧，增强消费信心。扩大内需才有坚实的基础。

On the Expanding of Domestic Demand under the Perspective of Social Security

Although demand for investment plays a positive role in promoting economic growth, consumer demand is considered as the most powerful and lasting driving force for stable economic growth. The impact of China＇s social security status quo is the most important reason for expanding domestic demand. China＇s social security coverage is quite narrow and hierarchical; the level of protection is limited. After meeting the basic needs of survival, average families choose to save their spare money instead of spend it dare not to spend more than the needs of basic survival. This is the reason accounting for the continuous growing of long-term investment demand and relatively declining in consumer demand. Improve the social security is a long-term mechanism to expand domestic demand. Under the circumstance of the world economic slowdown and shrinking external demand, China should further expand consumer demand. While increasing people＇s incomes, we must, at the same time, improve the social security system to relieve people＇s worries, enhance consumer confidence and expand domestic demand.
