论民意疆域的设定对民意反映结果的影响

公共选择理论学派有“决策疆域”概念，笔者籍此提出“民意疆域”概念，通过公共决策中一个典型案例的分析，来阐明在同样的公共决策主题上，不同的民意疆域设定方式将会得出不同的民意反映结果。要使公共决策准确反映民意，既要将所有直接利益相关公众纳人民意疆域，又要清楚把握利益集团与民意疆域的边界，使公共决策对社会利益的协调和平衡能够建立在一个坚实的信息基础上。

Effect of the Settlement of Public Opinion Territory on the Results of People's Reflection

Based on the conception of decision territory which is put forward by the school of thought of public option theory,the idea of public opinion territory is proposed.The analysis of a typical case in public decision shows that different modes of territory settlement will result in different results of people's reflection even though they have the same theme.So the correct reflection of public opinions requires that all relevant public of immediate interests be brought into the territory,that the boundary of interests group and public opinion territory be made clear on which public decision can set up a solid information foundation to coordinate and balance social interests.
