公退民进:农村私立小学的兴起——来自陕西部分公立、私立小学的调研

近年来,由私人参与或者完全投资设立的私立小学逐渐兴起,越来越多的人将子女送去学习,人们对私立小学的校舍、师资、教学、食宿、接送等服务的认可程度不断增加。为了吸纳更多的学生实现规模经济收益,私立小学不断改善教学环境,提高教育质量,同时加强对入学者的服务。农村私立小学竞争力的提高,影响到公立小学的生源,影响到国家义务教育资金和资源的配置效率。对陕西渭北地区公立小学和私立小学的调研表明,应因势利导,在重视发挥公立小学解决农村小学生上学主渠道作用的同时,办好私立小学,以发挥其解决农村小学生上学的补充作用。

The Rising of Private Primary Schools in Rural Areas——A Study of Partial Public & Private Primary Schools in Shaanxi Province

In recent years,the rising of private primary schools and the increasing numbers of private students has brought about the people's increasing approval to the facilities,teachers,teaching qualities,lodging and boarding,and services provided by these private schools.Thus the higher competition of rural private schools definitely affects the source of public students and further the distribution efficiency of state compulsory education fund and resources.The study of the art-of-state of public and private primary schools in north Weihe river,Shaanxi province shows that we should make the best of the situation and resources,i.e.on the one hand to give a full play to the public schools,making it the main channel of education in rural areas,on the other hand,to make good use of the complementary role of private schools,to improve the educational service for the students.
