行政事业单位国有资产管理的思考

行政事业单位国有资产改革虽然取得了一定成效，但由于管理体制、认识观念等原因，资产管理仍存在基础工作不规范、资产配置不合理、使用效率不高、流失严重等问题。加强国有资产管理的具体措施是：加强资产配置管理、确保与预算管理结合；建立调剂机制盘活存量资产，提高资产利用效率；规范资产的处置和收益管理，防止国有资产流失；健全资产管理信息系统，实现资产的全方位管理；完善国有资产监管机制。

The reform of state - owned assets in Administrative institutions has achieved some success, but a few of problems as non - standard elementary work, unreasonable assets distribution, inefficiency use and serious loss, ete. are still existing because of the current management system and understanding of it. So some suggestions are put forward, such as to strengthen asset configuration management and combine it with the budget management; to establish regulating mechanism and revitalize the inventory of existing assets; to improve asset utilization and regulate the disposal of assets and revenue management, etc. so as to achieve the full range of asset management and improve the state -owned assets supervision mechanism.
