| 摘 要： | 抗日战争时期，中国共产党在陕甘宁边区进行局部执政，从而指导着全国的全面抗战工作。陕甘宁边区基层政权建设的成功为后来抗日战争的胜利提供了良好的保障，也是抗战能够胜利的深层原因之一。抗战时期陕甘宁边区基层政权建设的背景以及建设情况和它带来的作用、历史贡献都为陕甘宁边区这一局部执政的研究提供了参考价值。

| Abstract: | The Chinese Communist Party was ruling Shaanxi-Gansu-Ningxia border region, and guiding the overall work of Anti-Japan War. The success of the basic unit of political power provides security for Anti-Japan War. It is also one of the deep-seated reasons for resistance to victory. The background, the role, and the historical contribu-tions of the ruling in Shaanxi-Gansu-Ningxia border region provide the reference value. |
