| 摘 要： | 本以科学发展观为指导，分析了西藏实施可持续发展战略的重要意义，探讨了西藏实施可持续发展的有效途径。提出西藏实施可持续发展必须提倡计划生育，提高人口素质，合理开发利用资源，发展特色产业，坚持环境保护的基本政策，正确处理经济建设与环境保护的关系，加强环境教育，提高人力资本水平。

| Abstract: | this article makes an analysis of the important meaning of carrying out continualble devlopment strategy in Tibet on the basis of scientific development concept as its guide, and discusses the effective channel of carrying out continuable development in Tibet. The basic policies of encouraging birth-control, improving people's quality, properly exploiting natural resources, developing unique industry, persisting in environmental protection are indispensable to carry out continuable development in Tibet, and it is also important to properly deal with the relation between economic construction and environmental protection, strengthen education on environment and improve the level of people as well. |
