| 摘 要： | 西北地区地处干旱、半干旱区域,水资源稀缺。西部大开发战略给西部地区带来经济发展的同时,对西北内陆河造成一定程度的污染。文章通过分析西北内陆河现状及污染原因,剖析西北内陆河水污染控制法律制度的不足,从立法技术、立法理念等方面对西北内陆河水污染控制法律制度的完善进行了研究。

| Abstract: | China＇s northwest is an arid and semi-arid region,so water resource is scarce seriously.The western development strategy has brought economic development for the northwest region,but it has caused a certain degree of pollution to the inland rivers in the region.Through an analyses of the current situation and causes of the pollution,this study has carried out on the concepts and legislative technology to perfect the pollution control law of the inland rivers in the northwest region after finding out that the imperfection of the law being the main cause of the pollution. |
