基于公共财政视角的西藏产业结构研究

改革开放以来，中央和地方财政有力地支持了西藏经济的跨越式发展，取得了令人瞩目的成就。然而，西藏落后的生产条件和不完善的市场机制降低了财政政策的有效性，成为影响当前西藏产业结构调整与经济发展的不利因素。文章提出了西藏财政在未来产业结构优化过程中，不断创新财政服务、变不利为有利，支持社会经济的再次跨越政策建议。

Research on the Tibetan industrial structure base on the perspective of public finance

Since reform and opening up, the central and local governments supported the leapforward develop ment of Tibetan economy, and made remarkable achievements. However, backward means of production in Tibet and imperfection of market mechanism reduced the effectiveness of fiscal policy, which has formed the disadvan tages in industrial structuring and economic development in Tibet. Thus, the article offers some proposals on how the finance sectors of Tibet can be more innovate in providing financial service, and to make disadvantage into advantage. Therefore, it will support social economic spans of Tibet again in the process of industrial structure optimization.
