The model of new public executive management has once been followed in the history by western countries in governmental reform, with the market implementation of public executive administration, the model of ＂New Public Service＂ has come into the vision of the western exeeutive administration. Through pondering over the traditional model of public management, the ＂New Public Service＂ has put forward new ideas of administrative responsibility; meanwhile, it has criticized the model of new public management, and has raised the executive practice of the model of the ＂New Public Service＂, namely, to provide whole heated service to the public, that is the core idea of the administrative responsibility of the ＂New Public Service＂.
