构建西藏和四省藏区长治久安体制、机制的思考

西藏和四省藏区在社会稳定方面相互影响，具有一些共性特征，面临一些共同的问题。为了实现西藏和四省藏区长治久安的目标，需要构建长治久安体制、机制，由中央相关部门组织、西藏和四省藏区联系与协调。建立国家统一协调的反分裂斗争机制，建立西藏和四省藏区维护社会稳定、经济社会发展、意识形态工作、民族宗教工作、民族教育工作、生态建设和社会矛盾纠纷解决方面的协调机制。

Thoughts on Constructing the Framework and Mechanism of Maintaining Long Term Peace and Stability in Tibet and ther Four Tibetan-inhabited Provinces

Tibet and other four Tibetan-inhabited provinces have mutual influence concerning social stability, share some common features, and face similar challenges in some aspects. For achieving long term peace and stability in the above-mentioned areas, a corresponding framework and mechanism should be constructed, which should be organized by relevant departments of central government and coordinated by governments of Tibet and other four Tibetan-inhabited provinces. Such work will promote not only the social stability, but the economic and social development, the ideological, ethnical and religious work, the ethnic education, ecological protection and defusing social conflicts as well.
