山南地区农牧区医疗制度建设与问题研究

文章根据西藏山南地区的调研数据,阐述了该地区农牧区新型合作医疗基金的筹集、分配、使用及医疗救助制度的实施,分析了该地区农牧区合作医疗制度的现状、问题及对策。结果表明,政府在资金筹集及其管理协调方面的大力支持和参与,是广大农牧区新型农村合作医疗制度在短时间内得以开展并取得显著成效的重要因素。同时,加强西藏农牧区医疗卫生队伍建设,进一步完善西藏广大农牧区医疗制度以及改善农牧区医疗卫生条件,对于促进西藏农牧区医疗制度的长期稳定和社会和谐具有重要意义。

Research on Medical system construction and its problem in the agricultural and pastoral areas of Shannan district

A new cooperative medical funding,its distribution,use and implementation,and a medical assistance system were described based on a range of social research data in the agricultural and pastoral areas of Shannan district.The health care status quo,problems and solutions were also analyzed in the agricultural and pastoral areas of Shannan district.The results showed that the participation and strong support by government in fund raising,its management and coordination are the important factors in the achieving remarkable results of the caring out new rural cooperative medical care system.At the same time,strengthening the construction of medical team in the agricultural and pastoral areas of Tibet,improving the medical system and medical health condition further in the agricultural and pastoral areas of Tibet can promote long-term stability of medical system and social harmony in the agricultural and pastoral areas of Tibet.
