基于生产过程的企业安全评价体系构建

针对安全评价技术的应用现状，分析了现有安全评价体系在构建上的局限性，认为安全评价体系应基于现代安全管理体系的运作方式进行构建；在此基础之上，结合职业安全健康管理体系（OSHMS）的体系结构与企业的实际运作方式，提出了基于生产过程的安全管理模型，并运用这一模型，对安全评价体系的指标构成进行了分析，给出了构建安全评价体系的框架，并指出这一框架适合于企业及其子系统安全评价体系的构建；最后，结合矿井生产过程的提升子系统，构建了矿井提升系统的安全评价指标体系，给出了应用过程。

Establishment of safety evaluation system based on production process

The quality of safety evaluation is determined by the safety evaluation index system.The paper analyzes the limitation of establishing methods through present application of safety evaluation system and points out that safety evaluation system should be based on contemporary management system.On the basis of this,combining the frame of OSHMS and practical operation means of enterprise,the paper puts forward the safety management model based on production process and analyses index of safety evaluation system,then writes the frame of safety evaluation system.Applying the frame,the paper with the example of lifting sub-system in mine gives safety evaluation index system and evaluation method.
