| 摘 要： | 本文从研究天津沿海风暴潮机制，海域风暴潮特性入手，对天津海域的历史风暴潮进行了统计、频率计算，揭示了天津市目前防潮工程的薄弱环节，提出了防潮减灾的方法与措施，对提高防潮工程的整体性提出了一些工程性和非工程性的建议，对体现“防重于抢”的防灾理念和防灾、减灾有积极的意义． |

| Abstract: | Based on the mechanics of storm tide in the coastal area of Tianjin, statistics has been carried on and the frequency was calculated. Not only has the weakness of coastal levee been found, but also some measures have been brought out in the paper. Finally some good suggestions have been given out to improve the coastal levee. |
