基于ISM方法的西宁市科技创新关键制约因素分析

针对西宁市科技创新发展中的问题，采用问卷调查方式，得出7个重要影响因素．应用ISM方法分析这些因素，并建立相应的解释结构模型，使影响西宁市科技创新发展由浅入深的因素层次化．本文认为低层矛盾得以解决，西宁的深层能力才能得到提高，表层问题也自然迎刃而解，西宁才能加速发展．

Analysis of the key restriction factors of science and technology innovation in Xining city based on ISM approach

The questionnaire research method is adopted in analyzing the problems that existing in the science and technology innovation of Xining city. Seven important factors are summarized and analyzed with ISM , then the relevant interpretative structure model is concluded. These factors are classified from low to deep. It can he seen from the result that low layer contradiction can be solved, then the deep ability can be improved, superficial problems are also be readily solved, in the end Xining city can develop rapidly.
