国家助学贷款制度的成本分析与体制创新

国家助学贷款制度有效地保证了我国高等教育机会均等和社会公平目标的实现，但政策的实施过程中仍有许多不尽如人意之处，究其原因在于制度安排存在缺陷，而解决出路在于完善制度设计。笔者在比较研究助学贷款制度的交易成本和组织成本情况的基础上，提出通过引入助学贷款中介组织来实现制度的创新。

The Cost Analysis and the System Innovation of the National Student Loans Policy

National Student Loans policy guarantees the achievement of the equality of chance in higher education and social equity. However, it still exist some effect and problems because of the deficiencies in system arrangement and the way out is to clear and to perfect the design of the system;on the basis of compare to the transaction cost and the organization cost of the national student loans system, come to the conclusion that it must draw into Intermediary organization to solve the problem of the deficiencies in system arrangement at present.
