| 摘 要： | 抗战期间,为发展农业生产和治理水害、坚持抗战,晋察冀边区政府制定农田水利建设条例和暂行办法,调动广大农民积极投身农田水利工程建设和管理,取得了显著成就,促进了边区农业发展和粮食增产,为抗战胜利奠定了物质基础。

| Abstract: | In the period of Anti-Japanese War, the goverment of Shanxi-Chahar-Hebei border region formulated the regulations about the construction of water conservancy and took interim measures for the development of agri- cultural production and management of water damage. It fully mobilized the enthusiasm of most farmers to devote themselves into the construction and management of irrigation and drainage which resulted in a great success, for it promoted the agricultural development, and increased food production in the border, which provided a material base for the victory of the Anti-Japanese War. |
