对林农林权流转意愿的调查分析——以湖南中部X镇为例

林权流转已经成为林业经济发展的必然趋势,然而通过以湘中X镇作为实证个案的调查和研究发现,在林农思想落后、对基层政府不信任、资源评估机构不健全、监督不到位的情况下,林农对森林资源的流转缺乏积极性,直接影响到新一轮集体林权制度改革的深入进行。对此,需采取相应的措施,扩大政策宣传,促进市场信息交流,建立评估体系,完善行政监督,在确保林权流转规范性的基础上,调动林农林权流转的积极性。

Research and analysis of forest farmer＇ s will to transfer forest right -A case study of Town X in central Hunan

The transfer of forest right has become an inevitable trend in the development of forestry economy. However, the study on Town X in central Hunan shows that influenced by the outdated thoughts of forest farmers, their mistrust to the government, the unperfect resource evaluation organization and the lack of supervision etc, farmers are not active in the transfer of forest resources, which affects the deep system reform of collective forest right. Therefore, some corresponding measures should be taken to arouse the enthusiasm of forest farmers on the basis of the regularization of forest right, for example, to expand the policy propaganda, to promote the market information exchanges, to establish evaluation system, and to perfect the administrative supervision.
