武汉市公共文化服务设施的空间格局优化研究

摘    要:在人口密度等级区划的基础上对研究区进行网格划分,运用搜狗地图API计算出武汉市内任一社区距离任一公共文化服务设施间的最短公共交通出行时间(包括从出发地到起始公交/地铁站点、抵达站的公交/地铁站点到目标地的时间、乘坐公交/地铁的时间),结果显示:1)公共文化服务设施可达性最优的地区集中在硚口区,江汉区和江岸区的沿江地带,这些地区的公共交通出行时间均在1 h之内,甚至是一刻钟.2)汉阳区、洪山区西部以及江岸区北部的后湖街道等区域的可达性较好,公共交通出行时间在1.5 h左右.3)东西湖区、汉南区2个区公共文化服务设施的可达性欠佳,公共交通出行时间在2 h左右.4)蔡甸区、江夏区、黄陂区、新洲区4个远郊区的绝大部分区域的公共文化服务设施的可达性极差,公共交通出行的时间甚至高达5 h左右.针对武汉市公共文化服务设施可达性“中心优外围差”的空间分异格局,提出合理布局公共文化服务设施,打造公共文化服务网络;转变政府职能,打造服务型政府;改善公共交通的结构,交通管理精准化;推进公共文化服务供给侧改革,改变发展模式四项基本措施,优化公共文化服务设施的空间格局,以达到一城之内公共文化服务均等化的目的.

Abstract:On the basis of population density grade division to meshing of the study area, the paper uses Sogou map API to calculate the shortest public transportation travel time between any two places (including the times from the place of departure to the starting bus/subway stations, from the arrived station of the bus/subway to destination and taking the bus/subway time). The results showed that a) areas with the best accessibility of the public cultural services concentrate in the Qiaokou District and areas along the Yangtze River of Jianghan District and Jiang'an District. The public transport travel times of these areas are within an hour, or even a quarter of an hour. b) Areas which the time accessibility of the public cultural services are the better concentrate in the Hanyang District, the west of Hongshan District, and the Houhu street in the north of the Jiangan District. The public transport travel times of these areas are around 1.5 hours. c) Areas which the time accessibility of the public cultural services are not good enough concentrate in the Hannan District and Dongxihu District. The public transport travel times of these areas are around 2 hours. d) Areas which the time accessibility of the public cultural services are very poor concentrate in the four outer suburbs, such as Caidian District, Jiangxia District, Huangpi District, Xinzhou District. The public transport travel times of these areas reach up to around 5 hours. The accessibility of public cultural services in the central area is better than that in the periphery areas, which is the spatial pattern of public cultural services in Wuhan city. This paper puts forward four basic measures including constructing public cultural service network with reasonable layout of public cultural service facilities, transforming government functions to construct a service-oriented government, improving the structure of public transport to traffic management accuracy, and promoting the reform of public cultural services supply side to change the development mode. The purpose is the equalization of public cultural services within a city.
