区域创新供给系统与需求系统的协同演化

摘    要:区域创新供给系统与需求系统的协同作用使创新在既有需求水平的引导下,形成创新供给与需求适配,创新供给创造更高水平创新需求的区域创新体系.基于TOPSIS综合评价原理,测算了2011年—2019年中国省级区域创新需求和创新供给水平,采用哈肯模型,揭示区域创新供给系统和需求系统的协同演化趋势,并用泰尔系数分析了区域创新供需系统的空间差异.结果表明:1) 区域创新供给随着时间迁移不断增长,创新需求波动增加,创新供需的空间异质性明显;2) 创新供给系统作为主要的参量对于系统整体的演化发挥关键的作用,创新需求增长对于创新供给系统优化具有正向作用;3) 省级区域创新供需系统的协同水平整体呈现下降趋势,仅有中部地区创新供需系统的协同水平有所提升.从个体来看,东部的江苏、北京、浙江、广东等省市的创新供需系统有序水平较高,中部湖北省和安徽省供需子系统的协同向有序状态演化,而西部地区除四川省以外整体协同水平较低;4) 创新供给的差异随时间增加而明显增大,创新需求的差异在逐渐减少,东西部的创新供需差异较为明显.创新供需协同的差异逐年增加,主要是由各省创新要素供需差异引起的,创新要素的供需配置依然存在矛盾.

Abstract:The synergy between the regional innovation supply and demand system enables innovation to form a regional innovation system that adapts innovation supply and demand under the guidance of the existing demand level. Furthermore, innovation supply creates a higher level of innovation demand. Based on the TOPSIS model, a measurement is made in the innovation demand and supply of China's provincial regionsfrom 2011 to 2019. The Haken model is used to reveal the co-evolution trend of the regional innovation supply and demand systems. And the Theil coefficient is used to analyze the spatial differences of regional innovation supply and demand systems. The results are shown as follows.1) Regional innovation supply continues to grow over time. Innovation demand increases fluctantly, and the spatial heterogeneity of innovation supply and demand is obvious.2) As the main parameter, the innovation supply system plays a critical role in the evolution of the system as a whole, and the growth of innovation demand has a positive effect on the optimization of the innovation supply system.3) The synergy level of the provincial-level regional innovation supply and demand system has shown a downward trend as a whole, and only the central region has an improvement in the synergy level of the innovation supply and demand systems. From an individual point of view, the orderly level of innovative supply and demand systems is relatively high in Jiangsu, Beijing, Zhejiang, Guangdong and other provinces and cities in the east. Those in central regions such as Hubei and Anhui have evolved to an orderly state, while the overall level of synergy in the western regions except Sichuan Province is relatively low.4)The difference in innovation supply has increased significantly withtime, while the difference in innovation demand decreases gradually, and the difference in innovation supply and demand between the east and the west is more obvious. The difference in the synergy between supply and demand of innovation increases year by year, mainly caused by the difference in the supply and demand of innovation elements in various provinces, which indicates there are still contradictions in the allocation of supply and demand of innovation elements.
