民族地区旅游城镇化水平评价体系构建研究——以恩施土家族苗族自治州为例

旅游业已成为山地民族地区经济快速发展、实现摆脱贫困任务的主导产业.近年来，旅游业的发展在推动新型城镇化进程中起着越来越重要的作用，该文以旅游业发展迅速且典型的少数民族聚居地——恩施土家族苗族自治州为例，尝试从人口、经济、社会、空间、生态环境5个维度构建旅游城镇化水平评价体系，运用熵权法给五个维度下37个指标进行权重赋值，测算出2010年－2018年恩施州旅游城镇化水平评价值，诊断旅游城镇化进程中的限制性因子.最后，根据评价结果提出提高恩施州旅游城镇化质量的策略及建议，以期为我国民族地区旅游城镇化水平评价提供参考依据.

Research on the construction of tourism urbanization level evaluation system in minority areas：a case study of Enshi Tujia and Miao Autonomous Prefecture

Tourism has become the leading industry for the rapid economic development and poverty eradication in mountainous ethnic areas. In recent years， the development of tourism has been playing an increasingly important role in promoting the new urbanization process. Therefore， this paper takes Enshi Tujia and Miao Autonomous Prefecture， a typical place where the tourism industry develops rapidly and is inhabited by ethnic minorities， as an example. The five dimensions of indicators， economic indicators， social indicators， spatial indicators， and ecological environment indicators are used to build a tourism urbanization level quality evaluation system. The entropy weight method is used to assign weights to 37 indicators under the five dimensions. Based on the evaluation value of tourism urbanization level in Enshi Prefecture from 2010 to 2018， the limiting factors in tourism urbanization process were diagnosed. Finally， according to the evaluation results， strategies and suggestions for improving the quality of tourism urbanization in Enshi Prefecture are put forward， in order to provide a reference for the quality evaluation of tourism urbanization in ethnic areas of China.
