长江经济带产业结构优化与生态文明建设的耦合协调关系研究

摘    要:构建包含产业结构合理化、高度化、高效化三重内涵的产业结构优化指数,采用等权重加权法评估长江经济带产业结构优化水平;从生态人居、绿色经济、环境保护三个维度建立中国省级生态文明建设质量评价指标体系,测算长江经济带生态文明建设质量;利用耦合协调度模型实证研究长江经济带产业结构优化与生态文明建设的耦合协调关系.研究发现:长江经济带产业结构优化水平低于全国平均水平,上中下游地区呈梯度递增格局,省际差异较大;长江经济带生态文明建设质量呈稳步提升态势,始终高于全国平均水平,上中下游地区差异呈缩小趋势,但省际差异依然较大;长江经济带产业结构优化与生态文明建设的耦合协调度与全国基本持平,上中下游地区呈梯度递增空间格局、省际差异较大;除下游地区表现为产业结构优化与生态文明建设同步型,其他地区均表现为产业结构优化滞后型.建议加大长江经济带新型基础设施建设投入;促进新一代信息技术与传统产业融合发展;倡导家庭绿色消费,降低能耗强度;推动长江经济带农业和工业绿色发展;发挥政府引领作用,协同推进产业结构优化与生态文明建设.

Abstract:In order to evaluate the optimization level of industrial structure of the Yangtze River Economic Belt, the optimization index of rationalization, advancement and efficiency of industrial structure is constructed by equal weight weighting method. The quality evaluation index system of ecological civilization construction at provincial level in China is established from three dimensions including ecological human settlements, green economy and environmental protection. The quality of ecological civilization construction of the Yangtze River Economic Belt is measured, and then the coupling coordination model is used to study the relationship between the optimization index of industrial structure and the index of ecological civilization construction in the Yangtze River Economic Belt. The results show that the optimization level of industrial structure of the Yangtze River Economic Belt is lower than the national average level, and exhibits a gradient increasing pattern in the upstream, midstream and downstream region, with great differences between provinces. The quality of ecological civilization construction of the Yangtze River Economic Belt is steadily improving and is always higher than the national average level, and the differences between the upstream, middle and downstream regions are narrowing, but the differences between provinces are still large. The coupling coordination degree between the optimization level of industrial structure and the quality of ecological civilization construction in the Yangtze River Economic Belt is basically the same as that of the whole country. The upper, middle and lower reaches of the Yangtze River Economic Belt show a spatial pattern of gradient increasing, with large inter provincial differences. Except that the lower reaches of the Yangtze River Economic Belt display the synchronous relationship between the optimization level of industrial structure and the quality of ecological civilization construction, the other areas show the lagging relationship. Suggestions are put forward including increasing investment in the construction of new infrastructure in the Yangtze River Economic Belt, promoting the integrated development of new generation information technology and traditional industries, advocating green consumption of families to reduce the intensity of energy consumption, boosting the green development of agriculture and industry, and elevating industrial structure optimization and ecological civilization construction synergistically.
