长江中游洪涝灾害的成因与防治对策

摘    要:造成长江中游洪涝灾害的成因大致可概况为自然因素和人为因素,前者包括环流条件、地形差异、水系因素等,后者诸如森林的破坏性砍伐造成水土流失加剧、围湖垦殖使湖泊面积大幅度减少等.自然环境的演化有其自身的规律性.由于人类活动的参与或干扰,改变了自然环境变化的趋向和速度;经济发展的程度越高,人类活动的影响就越深刻.历史时期以来,人类活动对长江中游流域环境的演变有着深刻的影响,特别是到了现代,这些影响愈加明显.提出洪涝灾害的防治对策应做好生态措施与工程措施相结合,加强生态环境的建设;建立长江中游自然灾害的监控系统。

Abstract:The causes of flood disasters in the middle reaches of the Yangtze River can be due to both natural factors and artificial factors.In detail,natural factors conclude circumfluence condition,topography diversity as well as water system.And the latter involves water-soil erosion caused by devastating disafforestation and the reclamation of lakes.This paper proposes the opinion that the nature evolvement should follow its own law.Human activity influences the trend and the speed of nature environmental changes.That the human's activities influence upon nature becomes more profound(along) with the social economy development.During historical period,human activities produced a great influence on the environmental environment in the middle reaches of the Yangtze River.And this becomes more evidence in the Modern Times.So this paper puts forward two countermeasures to prevent and cure flood disasters: firstly,combining ecological method with projects to improve ecological environmental construction;secondly,setting up natural disaster monitor net in the Yangtze River.
