安全生产公益类事业单位绩效考核研究

本文讨论了事业单位分类改革后公益类事业单位绩效考核的意义、难点,并设计了安全生产公益类事业单位的绩效考核方案:完善安全生产公益类事业单位工作人员考核制度,研究制定此类事业单位工作人员考核规定,建立健全以聘用合同和岗位职责为依据、以工作绩效为重点内容、以服务对象满意度为基础的考核办法。将考核结果作为调整人员岗位、奖励、收入分配以及解除、续订聘用合同的基本依据。建立符合安全生产公益类事业单位特点的奖惩制度,充分发挥奖惩在人事管理中的激励和约束作用。通过有效的绩效考核调动事业单位干部职工积极性,促进安全生产公益类事业单位改革稳定发展,推动我国安全发展和科学发展。

On the performance assessment of public institution of work safety

In this article, the author discusses the significance and difficulty of the performance assessment of public institutions after reforming and designs performance assessment program for the work safety public institutions. That is to improve the assess- ment system of work safety public institutions staff, to study and lay down rules and regulations of the assessment system of work safety public institutions staff, and to establish the assessment methods according to the contracts and job responsibilities, which is focusing on job performance and based on customer satisfaction. Assessment results are used as the basis for adjusting staff po- sitions, awards, income distribution as well as terminating and renewing the employment contract. We should establish a reward system fitting the characteristics of work safety public institutions, and give full play to the role of encouraging and restrains of re- wards system in personnel management. We should also mobilize the enthusiasm of the cadres and workers of institutions through effective performance assessment, promote stable development of work safety public institutions reform, and finally promote the safe development and scientific development of China.
