| 摘 要： | 分析了我国煤矿安全事故频繁发生，煤炭资源受到严重破坏，煤炭技术人才难以接续的深层次原因。提出在社会主义市场经济体制下，硌须加强对能源基础产业的宏观调控，建立能够有效保证节约发展、清洁发展、安全发展，实现可持续发展的有效管理体制。

| Abstract: | The author analyzes the profound cause of coal mine safety accidents happening so frequently, the coal resources having been destroyed seriously and the coal technicians being inadequate. The author also puts forward that under the economic system of socialism market, we must strengthen the macro-control of energy basic industry, establish an effective management system of ensuring economic development, clear development, safe development and realizing sustainable development. |
