摘    要:总结出贫困地区农业与农村经济发展主要受生态脆弱、环境闭塞、产业低级、经济基础差,以及人口数量多且素质低下等因素的制约,通常具有不可持续性,根据对影响农业与农村经济发展要素的阶段性与动态性分析,并以绥德县为例,建立了贫困地区可持续农业与农村发展(SARD)的评价指标体系与模型,通过对绥德县SARD的综合评价与态势分析,提出该县的农业与农村经济到2010年后将进入弱可持续发展阶段,而且具有长期性与不稳定性,这一结论可为该县农业与农村经济发展的决策提供科学依据。

Abstract:Agriculture and rural development in the depressed area are usually unsustainable under actual condition because that is restricted by some restrained factors including flimsy ecological condition, occlusive environment, lower industrial structure, laggard economic development, population which does not only increase rapidly, but also is of lower diathesis. In this paper, based on the analysis of the phases and dynamic characteristics of the factors that influence agriculture and rural development, the evaluation indices system and model of SARD are constructed with Suide county as an example. Furthermore, it is put forward based on synthetically evaluating and dynamically analyzing of SARD of Suide county that agriculture and rural economy will tend towards weak-sustainable development ten years later. this conclusion provides the basis of an important directive significance to scientific decision-making of agriculture and rural development.
