根据旅游度假村的评价条件，提出了秦岭北坡旅游度假带的评价指标，给出了评价参数表，对秦岭北坡旅游度假带进行了定量分析评价．按照综合评价积分，划分出三个不同级别的开发区：一级度假开发区的资源条件优越，度假设施初具规模，开发序位为 １；二级度假区度假基础设施和服务水平有待大幅度提高，开发序位为２；三级度假区目前区位条件较差，开发序位为 ３．并分不同级别提出了具体开发建议

The north Qinling have a rich vacation tourist resources , This paper discussed the qualifications of vacation tourism village, analyzed the vacation tourism zone in north Qinling with mathematical method, gave to the appraisal parameter table. Then divided the north Qin Ling into three different degree area and put forwarded the development planning for each area .
