| 摘 要： | 地下水是一种十分重要的可再生资源 ,但对其开采利用必须限制在一定范围内 ,否则将导致地下水储量减少甚至枯竭 ,造成环境危害和经济损失 .通过对地下水物理模型及开采成本收益的分析 ,揭示了中国北方普遍存在的地下水超采的原因 ,并提出了有关地下水资源管理的公共政策 .

| Abstract: | As a very important regenerative resource, amount of groundwater minin g must be restricted under definitive quantity. Otherwise, it will lead to reduc tion or even exhaustion of groundwater reserves, and bring about environmental d isaster or economic loss. Through analysis on physical model and exploitative co st profit of groundwater, this paper reveals reasons of groundwater ultra-mining existing at all places in north of China and represents public policies for gro undwater management. |
