| 摘 要： | 科研是大学存在的基础，更是教师实现个人价值的具体体现，而高校科研管理对广大教师和科研工作者的科学研究积极性的发挥、科技创新能力的发掘、科技成果的推广具有重要作用。强调规范、提倡重奖的观念已经不能适应新时期对科研管理的需要，向科研前期、后期两头延伸，增强对科技创新的服务功能，是高校科研管理职能创新的必然要求。
