摘    要:国有企业在有关国计民生的重要行业都有支配作用,是国民经济的支柱。改革实践证明,国有企业的健康发展,不仅需要良好的外部经营环境,企业的内部管理也很重要。内部管理的主要角色是经营管理者,可以说能否构建一种对于国有企业经营管理者的有效激励和约束机制,充分调动管理者的主动性、积极性,并对对他们的经营管理行为进行正常的约束和监督,是国企改革成败的关键。本文结合当下国有企业经营管理中存在的一些问题,对就如何改进经营者激励和约束机制,从聘任任职机制、监督监管机制、薪酬激励机制和精神激励方面进行了初步探讨。笔者认为,应该从改革经营者薪酬体系、强化任职激励、创新精神激励方式、强化企业内外部约束等几个方面来逐步健全国企经营者激励约束机制。

Analysis of The Incentive and Restraint Mechanisms of The State-owned Operators
Abstract:As the pillar of the national economy, state-owned enterprises has a dominant role of in the national economy. The Reform Practice has proved that the healthy development of the state-owned enterprises not only need a good external business environment,the internal management of the enterprise is also very important. The main role of the internal management is managers Buildding an effective incentive and restraint mechanisms for a state-owned enterprise managers and fully mobilizing the initiative and enthusiasm of the managers is pivotal. And normal constraints on their operation and management behavior and supervision is the key to the success of the reform of state-owned enterprises. In this paper, some of the problems exist in the present operation and management of state-owned enterprises, we discussed operators on how to improve the incentive and restraint mechanisms from the appointment tenure mechanism, supervisory and regulatory mechanisms, incentive pay mechanisms and mental stimulation . I believe that, we should gradually improve the state-owned operators of incentive and restraint mechanisms ,form operators pay system reform, strengthen worked incentives, the spirit of innovation incentives.
