服务型政府导向与大理滇西中心城市建设

2003年9月,云南省政府确定要把大理建设成为滇西中心城市.作为边疆民族聚集省份的区域性中心城市,大理既有自身的区位优势和经济优势,但也存在着一些制约性因素.要扬长避短,增强城市实力,成为拉动滇西区域经济发展的引擎,就必须以党的十七大提出的"加快行政管理体制改革,建设服务型政府"为目标.从政府自身的建设开始,推动行政管理体制的进一步完善和改革,促进滇西中心城市的建设.
