| 摘 要： | 随着高校规模的扩大和各项事业的发展，推进校院两级管理体制改革已势在必行。推进此项改革“创新理念”是前提，实现校院“合理分权”是核心，“重建学院内部治理结构”和“转换机关职能”是关键，“提高管理能力”是保证。

| Abstract: | With the enlargement and development of our university,it is urgent to promote the reform of the two-system management on college and university levels.For this purpose,"ideological creation" is the presupposition,and "reasonable distribution of power" is the core.."Rebuilding the internal management of the university" and "transforming the functions of the internal organizations" are the keys.Only by "improving the management ability" can the reform be successfully carried out. |
