| 摘 要： | 论述了贯穿在《中华人民共和国护照法》的基本理念,即国际性、统一性的立法理念及保障权利、提供服务与打击非法、防范危害双向考量的科学发展观和以人为本的价值理念。指出了《护照法》在立法上仍存在的一些问题,提出了进一步完善的措施。

| Abstract: | This paper discusses the basic concepts in the Passport Law of the People's Republic of China, including the legislative ideas of internationality and uniformity, the scientific outlook on development of protecting rights, offering services on the one hand and fighting against illegal acts and guarding against potential dangers on the other hand, and the values of "putting people first". This paper also points out the existing problems in the Passport Law and proposes some measures for improvement. |
