Rethinking on the Multi-culture and Education of North America

This paper presents the experiences of a group of Asian-Canadian practitioners working with women of their ethnic communities in a multi-ethnic mental health promotion project that seriously challenge the discourse of culture in cultural competence. Their experiences illuminate the elusive, contextual, and political character of culture. Identifying power relations as central to the understanding of culture, this paper elucidates how colonial and racial power relations are culturalized in the discourse of cultural competence. A critical approach to cross-cultural practice which deconstructs culture and allows the negotiation of multiple narratives and meanings of culture is proposed.
