| 摘 要： | 《管子》一书尽管“并非一人所著 ,亦非一时之作” ,但却系统地总结了管仲相齐四十余载的执政经验和卓著业绩。其“以民为本”的行政原则、独具特色的行政组织思想 ,以及可操作性极强的行政法制、行政领导和人事行政管理方略 ,定会为当代的行政管理者们提供诸多有益的启示。

| Abstract: | Although Guan-zi is a book written neither by a single person nor in a particular period of time it systematically describes the administrative experiences and achievements of Guan Zhong a politician who was on the administrative position of Qi Kingdom in ancient China for more than 40 years. Among his theories are the principles of taking people as the basis the unique ideas on administrative organization as well as the operational strategies on administrative legislation leadership and personnel management which are certainly the instructive inspiration for the administrative personnel in the modern society. |
