On the Building of Transnational Relations between Local Governments

With the accelerated pace of globalization, it has become a general trend in the development of international relations to build cooperative ties between local governments of different countries, which helps upgrade local competitiveness, realize the complementarity of resources and interests, and lower the costs in local development. The development of the transnational relations between local governments has become more complicated and more self-conscious. The major driving force to develop such transnational relations is to realize mutually beneficial social and economic values; to this end, scientific policies should be framed as institutional guarantee.
