基于多层次灰色综合评价的口岸国际道路运输便利化测度

便利的国际道路运输对促进同周边国家经贸往来和沿边地区经济社会发展有重要的现实意义.从货物及人员跨境运输的双重视角,聚焦口岸跨境运输,基于国际道路运输流程的解构,构建了包含跨境手续、人员跨境运输、货物跨境运输、道路车辆入境要求、商业交通权的交换、基础设施和标准、组织机构、其他因素8个一级指标和37个二级指标的国际道路运输便利化评价指标体系,提出了基于多层次灰色综合评价的国际道路运输便利化测度模型.以云南省国际道路运输为典型案例,验证测度方法体系的有效性,并提出了国际道路运输便利化的优化对策.结果显示:所建立的测度指标能够表征云南国际道路运输便利化发展水平;云南省基础设施和标准、法律法规、组织机构和商业通行权等方面便利程度较高;云南省在跨境手续的便利化、道路车辆入境要求的便利化以及货物、人员的跨境运输便利化方面仍然存在提升的空间.

Measurement of Port International Road Transport Facilitation Based on Multi-level Grey Comprehensive Evaluation

Convenient international road transport is of great practical significance to promote economic and trade exchanges with neighboring countries and economic and social development in the border areas. From the dual perspective of cross-border transport of goods and people, focusing on cross-border transport at ports, based on the deconstruction of International Road Transport Processes, the Evaluation Index System of International Road Transport Facilitation which includes 8 first-class indexes and 37 second-class indexes is constructed. The first-class indexes includes cross-border formalities, cross-border transportation of personnel, cross-border transportation of goods, entry requirements of road vehicles, exchange of commercial traffic rights, infrastructure and standards, organization and other factors. A measurement model of international road transportation facilitation based on multi-level grey comprehensive evaluation is proposed. Taking the international road transportation in Yunnan Province as a typical case, the validity of the measurement method system is verified, and the optimization countermeasures for the facilitation of international road transportation are put forward. The results show that the indexes can reflect the development level of international road transport facilitation in Yunnan Province, and the facilities in infrastructure and standards, laws and regulations, organization and commercial right of passage are very high. There is still room for improvement in the facilitation of cross-border procedures, entry requirements for road vehicles and cross-border transport of goods and people in Yunnan Province.
