| 摘 要： | 阐述了水资源系统界壳理论的基本概念和构成，并分析了水资源系统界壳理论在水资源系统中应用的前景。研究认为，水资源系统界壳的卫护与交换作用是双重的，且与水资源的保护、开发、利用以及优化配置调控功能是一致的。给出了对水资源进行保护、开发和利用的综合优化调控的数学模型。

| Abstract: | The basic concepts and its components of water resources system Jieke theory are described, and the application prospects of its theory in water resources system are analyzed.The research results show that the protection and exchange function of water resources system Jieke is dual and identical with the functions of protection, exploitation, utilization of water resources system and optimal allocation adjustment whereby the optimal adjustment and control mathematics model of protection, exploitation and utilization of water resources is suggested in this paper. |
