摘    要:针对流域环境系统中存在的不确定性与复杂性问题,运用强化区间线性规划(EILP)方法,建立流域环境系统管理EILP优化模型,并将其应用于四川省邛海流域管理中.EILP作为区间线性规划(ILP)和改进区间线性规划(MILP)的扩展,能够保证解空间的绝对可行性,其目标函数以适宜区间来表示,求解出系统期望值.该模型以水污染综合防治的投资成本与运行成本最小化为目标,以总磷环境容量、耕地面积、生活污水处理率等为约束,最终给出EILP解空间绝对可行下的区间优化以及风险决策分析结果,并给出了不同阶段的重点实施方案.研究结果表明,EILP模型用于流域环境系统管理中具有科学性、实用性和可操作性,区间形式的最优解以及7个不同风险水平下的决策方案为决策者提供了选择空间,可以更真实地反映系统中不确定因素对系统成本的影响.

Abstract:In view of the uncertainty and complexity in the watershed environmental system,the enhanced interval linear programming(EILP)model for optimal watershed environmental system management was presented based on the EILP approach and applied to Lake Qionghai watershed in Sichuan province.As an extension of the existing ILP and MILP methods,the EILP could ensure the absolute feasibility of solution space.The objective function in the EILP model was represented as appropriate interval numbers,and its expected value was also obtained.With mini-mum initial capital investment and operating costs as the objectives,the constraints included in the model were the total phosphorus assimilative capacity,farmland area,treatment rate of domestic wastewater,et al.The optimiza-tion and risk-based decision-making results under absolute feasibility of solution space were finally given,and the implementation measures of higher priority corresponding to different stages were proposed.It is proved that the model is scientific,effective and valuable for the watershed environmental system management,provides more op-tions for decision makers,and reflects the effects of uncertainty factors on the total costs more actually.
