用水资源承载力分析跨流域调水的合理性

调水的合理性分析或合理调水量的确定是跨流域调水规划决策面临的核心问题．以水资源承载力为切入点分析跨流域调水合理性的思想，从水资源承载力分析的角度，提出了跨流域调水应遵循的几条原则，并通过模糊数学方法建立了各原则实现程度评价的隶属函数．应遵循的原则包括：系统稳定性原则，地域优先严原则，地域优先宽原则以及效率原则．给出了跨流域调水合理性评价的综合评价方法，并以引滦入津跨流域调水系统为对象，分析评价了2000年度引滦入津调水的合理性．

An Analysis of Rationality of Interbasin Water Transfer by Water Resources Carrying Capability

The key problem on the planning and decision-making of interbasin water transfer is the rationality analysis on water transfer or the decision of rational water transfer. The idea that analyzing the rationality of interbasin water transfer through water resources carrying capability (WRCC) is put forward for the first time in this paper.Some principles that the decision-makers of interbasin water transfer should follow are established according to WRCC, and the subjection functions for the valuation of realizations level of these principles are suggested through fuzzy mathematics method. These principles include: the principle of system stability, the tight principle of territorial priority, the loose principle of territorial priority, and the principle of efficiency. Then, the comprehensive valuation method for the rationality valuation of interbasin water transfer is established.Finally,the rationality valuation on YinLuan RuJin interbasin water transfer in the year 2000 is done as a case study.
