| 摘 要： | 提出了目前城市建设和排水系统中对雨水以“排”为主是形成地下水位下降的主要原因.提出城市规划和建设与城市排水系统的建设,应该作为一个整体系统来统筹的主张,对雨采取“渗、蓄、排”三者相结合的方针,为雨水向地下渗透提供通道,改善地下水位下降的现状.并就此提出了一些设想和建议. |

| Abstract: | The main cause of water table decline is that drainage is the main measure of city construction and drainage system in present. Puts forward that urban planning and the construction of drainage system should be planned as a whole system. The course of combining infiltration with storage and drainage of rainwater should be adopted to let the rainwater infiltrate to underground and improve the actuality of water table decline. Suggestions are made for this proposition. |
