协同治理理论视角下公共危机治理探析

在深入分析当前我国公共危机治理的现状及难题的基础之上,提出在当前国际国内背景下,公共危机治理应在协同治理理论视角下,壮大非政府组织力量,培育民间组织,构建协同治理的组织体系;完善公共危机预警体系,强化协同治理的＂软硬件＂设施建设;建立公共危机治理的国际区间、中央与地方、政府与公民社会组织之间的多方位合作机制,从而提高协同治理效率。

Public Crisis Management From Perspective of Synergetic Governance Theory

Based on the analysis of the current states and problems of public crisis management,it is proposed that in the current context of international and domestic,the public crisis management should strengthen NGO,cultivate civil organization,build synergetic governance system;Improve public crisis warning-system,and optimize the hardware and software facilities of synergetic governance;Establish the multilateral cooperation mechanisms under the perspective of synergetic governance theory to enhance the efficiency of synergetic governance.
