| 摘 要： | 阐述了我国环保投资中存在的问题和财政政策介入环保投资领域的理论依据。认为解决环境污染问题主要依托环保投资以及环保技术升级,而环保技术的升级在某种程度上也是依托于环保投资的。因此,保证环保投资充足高效使用是解决环境问题的有效手段,应在财政框架内建立一套促进环保投资发展的对策体系。

| Abstract: | The problems of protection investment in China and the theoretical basis of fiscal policies involving in environmental protection investment are described.It is considered that,the solution of environmental pollution problems mainly rely on the environmental protection investment and environmental protection technology upgrade,and environmental protection technology upgrades mainly depends on environmental protection investment effect;so ensure the environmental protection investment sufficient and efficiency is important to solve environmental problems.A set of environmental protection investment development countermeasure system in fiscal framework should be established. |
