安徽资源环境绩效评估研究

提高资源环境绩效是我国建设环境友好型和资源节约型社会的核心和关键.利用资源环境绩效指数(Resource and Environmental Performance Index REPI)对安徽省资源环境绩效进行了综合评价,结果表明:安徽已成为我国资源环境绩效水平中等的地区之一.进一步实证分析表明,资源环境指数与经济发展水平和发展阶段密切相关,而且成为影响区域竞争力的重要因素.安徽省建设节约型社会不能超越现有发展阶段、基本国情和省情,但是通过加大结构调整和技术创新力度以及采用综合配套措施完全有可能缩短目前能源、资源密集型的发展阶段,迅速提升其地区综合竞争力并实现可持续发展.

The domestic comparison of resource and environmental performance toward resource-efficient society of Anhui Province

Improvement of resource and environmental performance is central and key for China to build resource-efficient and environment-friendly society(REEFS).Based on Resource and Environmental Performance Index(REPI),this paper has given a comprehensive assessment of 30 provinces in China(except Tibet),and the result showed that Anhui Province has become China's resources and environmental performance of the middle level of one of the regions.Integrated performance index of 120.9 from 2000 year to 2006 decreased 84.4 and gradually raised the performance of integrated resources,ranked first in the country 13 with the worst resource and environmental performance.By further positive analysis,we could found that the REPI was closely related to economic development stage,and played an important part in improving regional competitiveness,which indicated that it was impossible for China to build RES to surpass its current development stage,but possible to curtail the development stage with intensive energy and resources throughput and improve it international competitiveness by strengthening structural adjustment and technological innovation,and taking comprehensive measures.
