| Abstract: | The problems existing in the current investment system are pinpointed: the power to make investment decisions is over-centralized and the decisions made by the Central Government cannot cope with its investment capabilities; the gratuitousness of investment is the root cause of investment inflation; there is a lack in scientific long-term programs for the fixed assets investment; the Bank of Construction has not been able to bring into full play its role in controlling the investment scale and supervising the use of funds.Several suggestions are made for reforming the investment system, including the establishment of an investment company to care for the overall investment program and management; a reasonable division of investment scope to improve the investment benefit; setting up an investment system with both planned economy and market regulation taken into account; further improving the allocating and loan system; establishing an investment system with "pay-back"; making the Bank of Construction a genuine investment bank and an independent business unit with the power to make decisions regarding investment loans and to provide sufficient funds to investors. |
